Does God always act in an expanding manner in his creation?

For example :





A seed transformed to a flower.


A sperm to a baby.


A tree growing .....

Does God always act in an expanding manner in his creation?
Not always. Remember the Flood in Genesis? Or the hurricane in New Orleans? Or the influenza epidemic in the early 1900's? But God is expanding his creation, just not always. He told Abraham that his descendents would be as numorous as the grains of sand. Humans have certainly expanded over the years.
